Windows 10 Anniversary update had added many feature and its a big update after threshold update or stable update. Anniversary Update have many changes and also work on UI and it will be continue on Creators Update and Project Neon.
If you want to enable hotspot from your PC or laptop, yes you can do it. this function had added in this update, you can enable it from Settings app. In Setting app tap on Network & Internet then after you will saw the mobile hotspot. you can generate hotspot and share your data.
